CES Homeless Programs
Adults, Families, and Transitional Aged Youth

The Coordinated Entry System (CES) is a countywide approach to address homelessness by using a common system to assess, prioritize, and provide services. Its mission is to create a seamless service delivery system for homeless and at-risk individuals, families, and transitional age youth (TAY) in Los Angeles County, aiming to reduce homelessness and its impact.
CES focuses on quickly housing individuals through Rapid Re-housing and supportive services. It leverages community resources for more effective interventions.
CES connects people to services through 211 LA County and uses evidence-based models, including Housing First, Harm Reduction, Rapid Re-housing, Progressive Case Management, and Critical Time Intervention.
Within the Antelope Valley (SPA 1), Valley Oasis delivers CES services to single adults (18+), families with children, and transitional age youth (18–24), including those parenting, ensuring equitable access to housing and support across our region.
In addition to our CES-funded programs, we offer a range of other supportive services and programs designed to meet the diverse needs of the individuals and families we serve.
Employment
Our Employment Program supports participants enrolled in time-limited subsidy programs as well as other CES Housing initiatives. We provide job readiness training, resume building, interview preparation, and connections to employers offering unsubsidized positions. Through personalized support, we aim to increase participants’ employability, helping them transition to long-term, self-sufficient employment while promoting financial stability and independence.

Compliance
Our Compliance Department is dedicated to ensuring that all our CES programs and services adhere to legal, regulatory, and ethical standards. We monitor, evaluate, and enforce policies to maintain the integrity of our operations and safeguard the well-being of those we serve. The department ensures that our services are delivered in accordance with applicable laws and industry best practices.
Regional Coordination
Our CES Regional Coordination Department works to ensure effective implementation of the Coordinated Entry System (CES) across the region. This department facilitates seamless collaboration between service providers, assesses and prioritizes individuals and families in need, and coordinates resources to address homelessness. The goal is to streamline the delivery of services, ensuring that those experiencing homelessness receive timely and appropriate assistance.

Communications and Community Impact
Our Communications and Community Impact Department is focused on raising awareness, fostering community engagement, and promoting the mission of our organization. This department manages all public relations efforts, develops messaging, and builds relationships with community partners to drive positive change. By amplifying our work and the stories of those we serve, we aim to create a greater understanding of the issues we address and inspire action in our community.
